After 25 years of Enforced Disappearance, Bathinda Court declared Prof. Bhullar’s father dead

Bathinda: A Bathinda court has announced Balwant Singh Bhullar, father of Sikh political prisoner Prof. Davinderpal Singh Bhullar, as ‘dead’. S. Balwant Singh Bhullar was picked up by the Punjab police on December 12, 1991 and was subjected to enforced disappearance.

The CBI, in it’s investigation had concluded that there were bundles of proofs against cops, including Punjab DGP Sumedh Saini, in enforced disappearance and murder of Prof. Bhullar’s father, uncle and a friend. The Supreme Court of India had set aside the CBI investigation on technical grounds in December 2011.

Senior Advocate Harpal Singh Khara said that the court of Civil Judge (Junior Division) Parsmeet Rishi declared Balwant Singh Bhullar as dead as he was not heard by anyone for more than seven years. The court pronounced its decision on a 14 Jan, 2013 petition moved by S. Balwant Singh Bhullar’s wife Upkar Kaur. The court had taken affidavits of Prof. Davinderpal Singh Bhullar and his brohter Tejinderpal Singh Bhullar, who resides abroad, that they had not objections if their father is declared as dead.
