Aam Aadmi Party leader HS Phoolka’s police complaint against Punjab CM Parkash Singh Badal

Ludhiana, Punjab (June 25, 2014): Aam Aadmi Party leader HS Phoolka has reportedly filed a complaint seeking registration of an FIR against Chief Minister Parkash Singh Badal for “committing a fraud” with students of the College of Fisheries, Guru Angad Dev Veterinary and Animal Sciences University, by not providing them jobs.

The copy of complaint has been obtained by the Sikh Siyasat News (SSN). It reads as under:

To The S. H. O. Police Station, PAU Ludhiana Sub : Registration of F. I. R. against :- 1. Sh. Parkash Singh Badal, Chief Minister, Punjab 2. Sh. V. K. Taneja, Vice-Chancellor, GADVASU 3. Smt. Kamal Deep Kaur, Former Dean, COFS 4. Smt. Asha Dhawan, Dean, COFS Sir, It is respectfully submitted as under :- 1. That in the year 2008, GADVASU had got published a brochure in order to allure the students for getting admission in the Fisheries stream i.e. Bachelors of Fisheries Science. It was mentioned in the brochure that the students who will complete their Bachelor Course in Fisheries Science will be given Government employment by the State of Punjab. 2. That this fact was also mentioned in the brochure which is attached herewith for the kind perusal of your good self. The above said course is still continuing and new students are being admitted every year. 3. In order to make the above said proposal mentioned in the brochure doubly sure, the accused no. 1 inaugrated the College of Fisheries Science in order to give signal to the students and their parents and the society at large that they are getting admission against a policy of the State Government i.e. to give employment to those students who will successfully complete their above said course. In fact, there was no such policy or programme of the Punjab Governments to give employment to the passout students of the College. 4. That the students and their parents after going through the brochure got published by all the above said 4 accused persons in connivance with each other in order to get wrongful gain for themselves and cause wrongful loss to the students and their parents, resultantly the parents admitted their children in the above said course in the year 2008. In order to assure the public at large, the accused no. 1 knowingly and intentionally in connivance with the other accused persons had inaugrated the College for the above said course in the year 2008 with an intention to give message to the public at large that the said course is sponsored by the Government of Punjab and a policy to this fact is also there. In fact, there was no such policy of the state Government to give employment to the succesful passout students so much so there was no such intention of the Punjab Government to this effect. 5. That the students completed their above said 4 year course after spending the huge amount and valuable period of their life about 2 years back. After the completion of their course the students are making repeated requests to the above said 4 accused persons in order to give them the employment as per their commitment mentioned in the brochure. But all the accused persons in connivance with each other are paying no heed to the repeated and genuine requests of the students, rather they have started putting off the students by way of making one or the other lame excuse. The students are agitating for their genuine rights and are on hunger strike for the last 21 days. None of the accused have met or visited the students in order to hear their grievances or to assure them of any prospects of employment. 6. That now the students, their parents and the society at large have come to know that they have been knowingly and intentionally cheated and defrauded by all the above said 4 accused persons in connivance with each other. If the students and their parents would have known about this fact in the year 2008, they would have never opted for admission in the above said course. 7. That in this way, all the above said 4 accused persons knowingly and intentionally in connivance with each other have committed an offence punishable under section 467, 468, 471 and 420 IPC. and also against the society and the coming generation. Hence, it is respectfully prayed that a suitable action please be ordered to be taken against all the above said accused persons after making an enquiry and investigation as per law so that a justice should be done with the aggreived persons.
