Behbal Kalan Firing: Markandey Katju headed People’s Commission raise serious questions about police role

Chandigarh: The people’s commission of inquiry led by former Supreme Court of India judge Justice Markandey Katju (retd) has reportedly completed it’s inquiry in to October 14 police firing at Behbal Kalan village in Faridkot and killing of two people and injuring a number of others at Behbal Kalan village near Kotkapura.

The Justice Zora Singh (retd) commission, set up by the government to probe the incident, is said to be working at a snail’s pace. The commission had started its probe only on December 17 even as the government had assured that it would submit its report within two months.

After Justice Zora Singh Commission field to initiate it’s probe in time, three human rights bodies of Punjab had requested Justice Markandey Katju to head People’s Commission to probe into the incident.

The Katju commission has reportedly prepared about 70-page report wherein, Justice Markandey Katju has pointed out as to why the police had not arrested even a single officer or any person despite registering an FIR into the incident that had virtually shook the entire state.

The Justice Katju commission has come to its conclusion on the basis of witnesses recorded on January 31 at village Behbal Kalan about the turn of events at Behbal Kalan and Kotkapura where the police had resorted to “unprovoked” firing.

The report, which is likely to be released in a week, also mentions the government’s inability to identify the duty magistrate, if any, who had ordered the police firing.

Justice Katju has also pointed out that the government had constituted a commission to “prolong the issue” whereas it could have right away arrested the culprits.
