Death of Bhai Jaspal Singh was result of “Police negligence” – Punjab Govt. report; Questions raised about use of AK 47 & SLR on demonstrators

Chandigarh/Punjab (October 06, 2012): According to a news report published in “Punjabi Tribune” newspaper dated: October 05, 2012 published from Chandigarh, the Jalandhar Division Commissioner S. R. Ladhar has submitted a 228 pages report in the March 29, 2012 Gurdaspur Police firing incident to the Punjab and Haryana High Court.

It is notable that in this incident a Sikh student Bhai Jaspal Singh was killed when Punjab police reportedly opened fire on Sikh holding a peaceful demonstration in Gurdaspur to seek arrest of Shiv Sena workers who had reportedly thrashed some Sikhs during March 28, 2012 Punjab bandh called by Sikh organizations against the proposed hanging of a Sikh political prisoner Bhai Balwant Singh Rajoana that was scheduled to take place on March 31, 2012 at Patiala Jail in Punjab. Balwant Singh Rajoana had admitted his involvement in Punjab CM Beant Singh’s assassination, who was believed responsible mass level human rights abuses that took place in Punjab from 1992 to 1995.

According to the news report Mr. Ladhar has submitted the report to chief secretary of Hight Court few days back. According to news, the report points that the death of Jaspal Singh was result of negligence of police.

According to Punjabi Tribune news the report submitted to the HC has also raised the question regarding use of deadly weapons such as A.K. 47 and SLR guns, while handling a demonstration by public. It further adds that there was lack to co-ordination between civil and police administration that had worsen the situation.

“The death of youth in police firing at Guradaspur on 29 March was due to negligence of local police and civil administration and police had not exhausted the available options before opening gun fire”, the Punjabi Tribune has reported.

The report has further pointed out that the police has not even identified by the police weapon from which the bullet was fired that hit Jaspal Singh and caused his death.

No warning announcement was made before firing bullets on Sikh demonstrator. It is further noted in the report that police had chased and fired at persons who were running away from the spot of demonstration.
