Chandigarh: Talking about slain “gangster” Vickey Gounder, who was killed by Punjab police few days back, former Directer General of Police (Prisons) Shashi Kant said that there is need to introspect the reasons, circumstances and causes which turned a good sports person towards crime.
It is so necessary as to avoid budding and promising youth falling pray to the designs of certain politicians and such anti-social persons who groom innocent youth into criminals and gangsters for their personal use as muscle men and they turn them into sharp shooters and gangsters, former DGP in a statement issued today.
Such an enquiry will enable us to expose the individuals responsible for turning Harjinder Singh Bhullar alias Vicky Gounder towards the point of no return, he added.
Talking about the factors or reasons leading to the alleged encounter he said: “certain individuals must have facilitated it to ensure that they were not exposed one way or the other”.
Furthermore, talking about the type of enquiry he deemed appropriate, Shashi Kant that ‘people’s commission’ with former judges as heads there of, like the one which was set up under Justice Markandey Katju’s leadership, to look into the Bargari and KotKapura firings. He said that he does not favor government commissions saying that he had no faith in Govt. commissions because often some such commissions play to the tune of the government.
Expressing his views over the need of any investigation into Harjinder Singh Bhullar alias Vicky Gounder’s killing Shashi Kant said that any voluntary decision by the government only strengthens people’s faith in the system and the government and leads to setting up of a healthy and democratic norms/ precedents and restores people’s faith in democratic norms.
