December 26, 2014 | By

Chandigarh (24 Dec.): Punjab Chief Minister Parkash Singh Badal has written letters to chief ministers of five states, the Lt Governor of Delhi and Administrator of Chandigarh seeking the release of 13 Sikh prisoners held under the Terrorist and Disruptive Activities (Prevention) Act.

These prisoners include Prof. Devender Pal Singh Bhullar. Writing to Delhi Lt. Governor Najeeb Jung, Badal asked for the release of Prof. Bhullar, presently lodged in Tihar jail. His death sentence, awarded by a TADA, was commuted to life imprisonment by the Supreme Court.

He has already completed imprisonment of 20 years, wrote Parkash Singh Badal. He also requested the Lt. Governor for the release of Paramjeet Singh Bheora and Jagtar Singh Hawara — both of whom are lodged in Tihar jail, Delhi, and have undergone incarceration of 19 years.

The CM has also taken up the cases of five life convicts — Gurmeet Singh, Shamsher Singh, Lakhwinder Singh, Subeg Singh and Nand Singh — with Chandigarh Administrator Shivraj Patil.

Parkash Singh Badal has written to his counterparts of Uttar Pradesh, Rajasthan, West Bengal, Karnataka and Gujarat for prompt release of certain convicts on humanitarian grounds. He asked them to appreciate that in India, the system of reformatory approach in furtherance of the criminal justice system was followed. “When a prisoner spends more than the stipulated period in jail and is eligible to be considered for premature release… resentment in the minds of his near and dear ones is caused, and also provide reasons for certain segments of society to agitate,” wrote Badal.

He asked UP Chief Minister Akhilesh Yadav to consider the case of Waryam Singh, who is lodged in Central Jail, Bareilly, and has undergone incarceration of 22 years. From Rajasthan Chief Minister Vasundhara Raje, he sought release of Gurmeet Singh Fauji, currently lodged in Tonk jail. Fauji has completed nine years imprisonment out of 10 years awarded to him.

With West Bengal Chief Minister Mamata Banerjee, Badal took up the case of Daya Singh Lahoria, life convict lodged in Tihar Jail, who has completed 10 years of imprisonment. He wrote to Gujarat Chief Minister Anandiben Patel for the release of life convict Lal Singh, presently lodged in maximum security jail Nabha (Punjab), who has already undergone incarceration of 22 years.

Badal also took up the matter of releasing life convict Gurdeep Singh Khaira — presently lodged in Gulberg Jail, Karnataka, who has undergone imprisonment of 24 years — with his Karnataka counterpart Siddharamaiah.
