According to the Indian Express (IE), the petitioner has submitted that though an application seeking permission was given to the Deputy Commissioner Bathinda on October 24 and thereafter a few representations were also submitted, the authorities had not given any reply to date.

It has also been submitted in the petition moved by S. Mann’s counsel that the Constitution of India permits the petitioner to organise the ‘Sarbat Khalsa’, notes the IE.

The petitioner has also mentioned that a similar gathering was held at village Chabba near Tarn Taran on Nov. 10, 2015 in peaceful manner. S. Mann, in his petition, said that the gathering at Chabba village was attended by a large number of Sikhs from across the globe, hence the state government should grant permissions for organising the concerned event.
