Will Oppose Draconian PCOCA Tooth & Nail In The Ensuing Session Of Punjab Vidhan Sabha: Sukhpal Singh Khaira

Chandigarh: The Leader of Opposition in Punjab Legislative Assembly Sukhpal Singh Khaira in press release has warned the Amarinder Singh lead state government not to enact PCOCA, as it is bound to be misused by the police and political hierarchy of the state to settle scores with their opponents.
A strong will power is required to control law and order in Punjab and not a draconian act like PCOCA, its due to the lack of will power of Amarinder Singh government that series of political murders that have rocked Punjab, he said. Punjab has witnessed gross misuse of such ruthless acts enacted earlier in the name of law and order, where the police and the political dispensation targeted their opponents with impunity. He stated that TADA was one such law enacted to control militancy but it did more damage to the citizens than eradicating militant movement from Punjab.

While pointing out the already misused acts like the SC/ST Act, the Dowry Act and the NDPS Act, Sukhpal Singh Khaira said that the said acts were created with a good intention to ensure justice to the aggrieved but it has been noticed that the laws are being vindictively misused many times, to settle scores with the opposition at various levels.
For example, I have been targeted through the NDPS Act by the government to create sensational news and to malign, defame and damage my reputation. If an act like NDPS can be misused against a Leader of Opposition, one can imagine the plight of ordinary citizens.
Instead of enacting the ruthless PCOCA law, Amarinder Singh must appoint a regular Home Minister for Punjab and issue strict directions to depoliticise the police from the clutches of his Ministers, MLA’s and other cronies. A full time Home Minister was the need of the hour as Amarinder Singh is spending most of the time holidaying in the hills, making visits to Delhi, Mumbai and even overseas. Amarinder Singh visited his home town of Patiala yesterday, after a long period of 7 months, he further added to his statement.
Similarly, he said the Punjab police for the last many years has been acting like an extended wing of the ruling party, be it the SAD-BJP and now the Congress. Politicians are misusing the police force as their private militia to hound their opponents.
Approximately 4,000 aggrieved people of Punjab have knocked at the doors of Justice Mehtab Singh Gill Commission, formed to look into cases of vendetta during last 10 years. Such huge number of complaints reaching the Gill Commission only prove that the police has been working wrongly and unfairly to inflict vendetta that continues unabated even now, notes the Press statement.
Therefore, he said there was no point in bringing in a tyrannical law like PCOCA which will only empower the police to intimidate people and indulge in corruption. The need of the hour, was to bring about a perceptive change in the attitude of government, to be fair and impartial, Sukhpal Singh Khaira concludes.
