H S Phoolka sends list of 50 Sikh armymen killed in November 1984 to Modi, seeks relief for kin

Jalandhar: Senior Supreme Court advocate H S Phoolka has sent a list of officers and other members of defence forces killed during the November 1984 massacre seeking justice and compensation for their families.

He has extensively quoted the case of Army jawan Inderjit Singh, who was killed at village Hondh Chillar in Rewari and his wife, Kamaldeep Kaur, did not know for 26 years where her husband had died. TOI had highlighted the case on November 1 with details on how Inderjit was killed and his wife has not been given any compensation despite having made several rounds of Punjab government offices.

In his letter to Prime Minister Narendra Modi, Phoolka stated that the Indian government, till date, had not compiled any official list on the subject. “The ministry of defence has not even bothered to ensure that the names of all these serving personnel should be communicated to respective state governments or to the ministry of home affairs, so that their families are able to receive compensation under the scheme of rehabilitation of the riot victims,” he pointed out.

“Most of the names included in the list do not even find mention in the list compiled by the home ministry. The widows and the family members of many of these serving personnel have not even received any compensation,” he has said in the letter to PM.

While pointing out the case of Inderjit’s widow, Phoolka has written to the PM, “The nation owes an apology to Kamaldeep Kaur. I would like to request you to direct the relevant department to pay immediate compensation to Kamaldeep Kaur and a job to her daughter Charanjeet Kaur. She presently lives in her village Partapgarh, tehsil Batala, district Gurdaspur, Punjab.”

“You had stated that the country will take account of the killing of each and every soldier. These 50 soldiers are killed by the enemies of the country within while they were serving the nation. It is the duty and the responsibility of the government of India to give due respect and regard to these soldier as well. After all they were also on the duty of the nation,” Phoolka has added.

“I also request you to direct the ministry of defence to verify the list and further compile a list of all such soldiers who went missing during these 3-4 days of November 1984, because this list is not exhaustive. And, I further request you to direct ministry of home affairs to pay the compensation to these soldiers as applicable to the persons killed during these riots,” the letter reads.
