Ludhiana (December 6, 2009): According to some media reports the Bihar government has rushed a two-member fact-finding team to Ludhiana, a day after migrant labourers from the state clashed with police and locals over alleged failure of the local administration to provide them protection from unknown robbers.

“The team comprising joint labour commissioner and deputy labour commissioner have been sent to Ludhiana on Saturday to assess the situation and hold talks with the officials of Punjab government,” said Principal Secretary, Labour Resources Department, Vyasji.

He said Bihar government was serious about the security of the migrant workers and the officials have also been instructed to look into the corrective steps being taken by Punjab government so that such incidents were not repeated in future and workers felt safe and secure. “The team will submit their report to the Bihar government soon after its return,” he said.

“Chief Secretary Bihar, Anup Mukherjee contacted his Punjab counterpart Saturday morning and expressed his deep concern over the attacks and requested him to provide proper security to Bihari labourers. The police should also listen to their grievances,” said Home Secretary Amir Subhani.

As per media reports the Home Secretary also wrote a letter to his Punjab’s counterpart requesting him to intensify patrolling in areas inhabited by Bihari migrant labourers and provide protection to them in joining their work.

It is notable that the Bihari migrating labour created much disturbance in Ludhiana and burned several vehicles and robbed the general public.

Punjab being a Sikh state is on the hit list of Indian state, which is working with a plan to change the demography of the Punjab to the determent of the Sikhs. Bihari labourers are the most effecting tool of the Indian State system in this regard.

Where as the Government provide permanent residence to Biharis are in Punjab, the Sikhs of Punjab are being rooted up by forcible land accusations. Sikhs can not purchase lands in neighboring states as the laws framed by those States prevent ‘outsiders’ from  purchase land there.

“The intentions of the Indian state are clear now. They want to uproot Sikhs from Punjab and in-root Biharis here.” said Bhai Harpal Singh Cheema, a Sikh leader. “It is strange that Bihar Government is demanding security for those who created panic in the city without any reason” said a local resident. “The situation was such that locals felt insecure” he added while explaining the situation created by Biharis in the industrial city of the state.
