Chandigarh: The Punjab government’s move to appoint the chairman of Punjab Human Rights Commission without consulting the leader of opposition has invited criticism from the Aam Aadmi Party.
Condemning the Punjab government’s act, AAP legislator and state co-presdient Aman Arora said, it smacks of not only sheer autocracy on the part of Capt Amarinder government but also its complete disregard for the law of the land and democratic system inshrined in the constitution of India.
Aman Arora said it has been clearly laid out in the Protection of Human Rights Act that chairman and members of the commission have to be appointed by the Governor on the basis of recommendation by a committee comprising of chief minister, Punjab vidhan sabha speaker, minister of the home affairs department and leader of the opposition (LOP).
He alleged that this shows the clear intent of the Congress government that it has no respect and value of the law and democratic system.
“This is the same congress government which has been crying foul and accusing the SAD-BJP government for muzzling the voice of the opposition for the last 10 years in Punjab”, he added.
AAP leader said it appeared as if the Capt Amrinder government was looking for an opportunity to appoint its handpicked favorites the moment it learnt about AAP legislator HS Phoolks resigned from the post of Leader of the Opposition (LOP).
Arora revealed Phoolka submitted his resignation to the speaker on Tuesday at about 2 in the afternoon. And on the same day at 5 in the evening the Punjab government called the meeting for the appointment of the chairman of the PHRC.
“It can’t be a sheer co-incident. What was the tearing hurry to appointment the chairman knowing well that the CM, the speaker and the home affairs department all belong to the congress government? In fact the consent of the opposition would have strengthened the sanctity of the appointment”, said Arora.
He said that he even wrote to the Punjab Home affairs and justice department on Wednesday to hold the appointment as the AAP was still in the process of appointing its new LOP.
“I even requested the congress government that in absence of the LOP it should allow either our deputy leader in the Vidhan Sabha or any other legislator to appear on his (LOP) behalf in the meeting. However the home department simply chose to remain incommunicative”.
Arora said the government did not even have to basic courtesy to inform about the appointment which the AAP only learnt it from the media.
