Raids to Arrest ex-SSP Shiv Kumar Sharma who Faked Case Against Patwari

Chandigarh: A Special Investigation Team (SIT), constituted to investigate the abuse of power by senior Punjab Vigilance Bureau officials to implicate a patwari in a false graft case, on Friday conducted raids on the residence and business establishments of SSP-Vigilance Shiv Kumar Sharma, the prime accused.

Patwari Mohan Singh who fought an eight year legal battle said that in 2009 he had collected twenty rupees as fard fee from Shiv Kumar Sharma. He said that the SSP had even threatened him to eliminate saying that how he dared to collect twenty rupees?

Patwari Mohan Singh said that SSP Shiv Kumar Sharma harassed him.

The former SSP’s Hambran Road house in Ludhiana and premises in Fatehgarh Sahib were raided to arrest him, but he remained elusive. At Fatehgarh Sahib, Inspector Ajit Pal Singh said raids were conducted on Sharma’s marriage palace on the Sirhind-Patiala road and residence at Rurki village, but both were found locked. Summons were served on the caretaker directing Sharma to appear before the Ferozepur police on July 16.

According to The Tribune (TT), police sources said the SIT probe suggested the patwari was allegedly sodomised by the reader and gunman of a senior VB official at Moga. The SIT has reportedly added sections 377 (unnatural sex), 511 (attempt to commit offence punishable with life term), 193 (false evidence), 295A (malicious acts to outrage religious feelings), 120 B (criminal conspiracy) to the FIR already registered at Ferozepur under sections 167 (public servant framing an incorrect document), 211 (false charge), 355 (assault or criminal force) and 506 (criminal intimidation) of IPC against VB officials in 2012.

“IG-Ferozepur Range Gurinder Singh Dhillon said the police neither conducted the previous inquiry properly nor brought available evidence on record”, notes a report in The Tribune (TT).
Gurinder Singh Dhillon said the Forensic Science Lab (FSL) report regarding the missing pages of the daily dispatch register (DDR) at VB’s Patiala office, which indicated Sharma’s direct involvement, was sent to court but it later went missing from judicial files.

The IG said the facts that emerged out of the previous inquiry conducted by senior IAS officer Kahan Singh Pannu were also not pursued. “We have brought the facts to the notice of the court,” said IG, adding 233 pages of the DDR had apparently been destroyed.

Last year, Mohan Singh said he had written to Punjab CM exhorting him to conduct a fresh inquiry into the case. It was subsequently marked to the Ferozepur IG through Chief Director-Vigilance.
