Chandigarh: Former PCS and Punjab’s river water issue expert Pritam Singh Kumedan said that there was no legitimate dispute over sharing of river water of the Punjab could arise with Rajasthan, Delhi and Haryana as these non-riparian states does not possess any constitutional or legal right to use river waters of Satluj, Beas and Ravi.
“The issue is related to ‘rights over the water’ not the ‘distribution of water'”, Kumedan said during a discussion held by three human rights groups at Chandigarh on Saturday (Dec. 10).
Former PCS who is also honorary advisor to the Punjab government over river water issue said: “The issue of Punjab’s river water is not confined to Satluj Yamuna Link (SYL) canal. Comparatively, SYL is a very small issue. The real issue related to Punjab’s river waters is that of ‘rights’ over the river water”.
Kumedan said that it was wrongful to say that the SYL canal is being built to send out 35 Lakh Acer Foot (LAF) water to Haryana as Haryana is already getting 16.2 Lakh Acer Foot (LAF) water out of this 35 LAF.
“Haryana is getting 16.2 LAF water through Bhakhra Main Line (BML) right from 1976 and the SYL canal is being constructed to take away remaining 18.8 LAF water only”, he added.
