Mohali: The defence council of Jagtar Singh Jaggi today moved an application in the Special NIA court of Additional Sessions Judge-I (Mohali) Ms. Anshul Berry seeking independent psychiatric examination of Jagtar Singh Jaggi.
Advocate Jaspal Singh Manjhpur, Jagtar Singh Jaggi’s defence council, stated in the court that he had met Jagtar Singh Jaggi in the court yard of CIA Staff, Kharar on 21 December but he was allowed to meet Jaggi only for 5 minutes and that too under supervision of multiple NIA officials.
‘When I met Jaggi yesterday, he was physically tired and appeared severely mentally drained. He was not alert and was non-responsive as compared to previous meetings’, he added.

‘It is my professional opinion, having dealt with many such cases and the conduct of agencies and the police that Jaggi is under duress’, Advo. Jaspal Singh Manjhpur told the court while expressing serious concern that continues custodial harassment of Jagtar Singh Jaggi could turn him ‘mentally disturbed’.
Jaggi’s lawyer sought his immediate independent examination by a board of doctors including psychiatrist and psychologist.
The NIA sought time to respond to the plea for immediate independent examination by a board of doctors and sought to respond to the request in detail. The court has fixed December 26 as next date of hearing in this matter.
“Earlier Jagtar Singh Jaggi was tortured in the custody of the Punjab police and the police had opposed our request for independent medical examination. Now, when I observed that the condition to which Jaggi was being subjected could turn him mentally disturb and sough his independent medical examination by a board to be constituted by SMO Mohali. My primary concern is that fair treatment should be meted out to my client and I expect that unlike the Punjab police the NIA won’t oppose the plea and would corporate in having Jaggi examined by the board of experts”, he added.
