Jagtar Singh Jaggi’s Remand Extended for 7 More Days; NIA evades Reply on Plea for Independent Medical Examination

Mohali: Arrested Scottish citizen Jagtar Singh Johal aka Jaggi was today presented before a duty judge in Mohali where the NIA demanded the extension of his police remand for 10 more days. The plea for extension of police remand was opposed by defence councils Advocate Barjinder Singh Sodhi and Advocate Jaspal Singh Manjhpur. The duty judge extended Jagtar Singh Jaggi’s police remand for 7 days.”As there are vacations in the court, the regular judge of Special NIA court Ms. Anshul Berry was not available. The NIA produced Jagtar Singh Jaggi in case RC/18/17/DLI before the court of Ms. Girish (Additional Sessions Judge) who was the duty judge of the NIA court. Though we had opposed the extension of police remand of Jagtar Singh Jaggi, the judge extended it for 7 more days”, Advo. Jaspal Singh Manjhpur told Sikh Siyasat News (SSN) over phone.

He said that no proceedings could take place on application seeking independent medical examination of Jagtar Singh Jaggi by a board of doctors comprising psychologist and psychiatrist as the NIA did not file the reply. The agency did not even file reply on another application u/s 41 of Code of Criminal Procedure (Cr. P.C.) seeking directions of the court that NIA should be told to proceed on in all cases in which Jagtar Singh Jaggi is required by it.

Though on last court date on 22 December the NIA had sought time to file a detailed reply on application seeking Jagtar Singh Jaggi’s independent medical examination but the agency today took a plea that it did not get time to prepare such a reply.

During my meeting with Jagtar Singh on December 21 I had observed that he was physically tired and appeared severely mentally drained. He was not alert and was non-responsive as compared to previous meetings. Therefore we had sought his immediate medical examination from a board but the investigation agency is not cooperating. Having dealt with these sort of cases and behaviour of investigation agencies I have serious concerns about mental health of Jagtar Singh Jaggi who is under police interrogation since November 4, Advo. Jaspal Singh Manjhpur added.
