Association of Parents of Disappeared Persons want foreign countries to blacklist over 500 Indian security personnel

Kashmir/India (May 30, 2013): Expecting international support against systematic and widespread human rights abuses in Kashmir, a human rights body has reportedly approached a number of foreign countries to blacklist at least 500 security personnel involved in human rights abuses in the state.

As per certain media reports, Tahir Begum, spokesman of the Association of Parents of Disappeared Persons (APDP) in Srinagar, said: “A process of engagement with foreign countries, including European Union, has begun. These governments are being urged to take action against any security personnel responsible for human rights abuses in Jammu and Kashmir”.

It is notable that the APDP was formed to trace the whereabouts of those, who went missing in the past two decades of violent conflict in Kashmir.

ADPP is observing the International Week of the Disappeared to highlight the plight of the victim families.

ADPP spokesperson reportedly said that the action was sought (from foreign countries) will range from denial of visas, to prosecutions if they step on foreign soil.

“According to human rights activist more than 8,000 people are missing since militancy broke in 1990, while the government put the figure at around 3,000”, Hindustan Times (HT) has reported.

“The APDP has prepared a list of 500 security personnel — which include 235 army personnel, 111 cops — and forwarded it to foreign countries. The list includes a serving additional general of police, a deputy inspector general and a former inspector general of police” HT report reads further

It is learnt that the International Peoples’ Tribunal on Human Rights and Justice and the APDP in 2012 had claimed to have examined 214 cases of human rights violations and the role of 500 alleged perpetrators in these crimes.

Various reports suggest that after Punjab, Kashmir has been facing systematic and widespread practise of “enforced disappearances” and secret cremation/burials of victims’ dead bodies by Indian security forces.

According to Hindustan Times (HT) a human rights group this month met Congress vice-president Rahul Gandhi and BJP national general secretary P Murlidhar Rao in New Delhi “to elicit their responses” over the report ‘Alleged Perpetrators: Stories of Impunity in J&K’.

“The report has formally been sent to the state government, which termed it serious. However, ironically shortly after the report, three senior police officials were promoted and given new responsibilities” Tahir Begum reportedly maintained.

Several victim families of disappeared people on May 29, 2013 reiterated their demand that the state government should help them in identifying those allegedly missing in Indian security forces’ custody.
