Justice Gurnam Singh Commission’s Report on Saka Nakodar 1986

Chandigarh: The probe report of Justice Gurnam Singh Commission appointed to hold an inquiry into events related to Beadbi of Guru Granth Sahib and police firing in Nakodar in February 1986 has finally come into light. The report is put into public domain by Panjab Digital Library.

The commission was appointed by Surjit Singh Barnala led Shiromani Akali Dal government in Punjab after aforesaid events took place in Nakodar.

The commission had submitted its report in 1987 but it was not made public by successive government in Punjab till March 5, 2001 when it was quietly tabled by the SAD (Badal) government led by Parkash Singh Badal.

Till two days back the general belief that Justice Gurnam Singh’s probe report was not tabled in the state assembly. It was revealed only on Wednesday (Feb. 13) that the report was tabled in the state assembly on March 5, 2001 when the Punjab Vidhan Sabha speaker told this fact to MLA H S Phoolka. Advocate H S Phoolka was demanding that the government should table the report into the House.

Responding to Speaker’s remarks H S Phoolka said that the law requires the government to table “Action Taken Report” along with the report of Commission appointed under “Commission of Inquiries Act”. He said that the SAD (B) had not tabled any ATR in this case therefore the tabling of the report in 2001 did not meet requirements of the law. He said the present government should table the Action Taken Report and take action as per the recommendations of the commission- whatever they were.
